Closed-circuit television (CCTV) is the use of video cameras to transmit a signal to a specific place, on a limited set of monitors.

It differs from broadcast television in that the signal is not openly transmitted, though it may employ point to point wireless links. CCTV is often used for surveillance in areas that may need monitoring such as banks, casinos, airports, military installations, and convenience stores. It is also an important tool of distance education.

In industrial plants, CCTV equipment may be used to observe parts of a process from a central control room; when, for example, the environment is not suitable for humans. CCTV systems may operate continuously or only as required to monitor a particular event. A more advanced form of CCTV, utilizing Digital Video Recorders (DVRs), provides recording for possibly many years, with a variety of quality and performance options and extra features (such as motion-detection and email alerts).

A Florida woman who had a surveillance camera installed in her home was shocked when she caught two burglars ransacking her house in real time.

Jean Thomas, 43, was at work 25 miles away when she checked her surveillance feed and saw two strangers in her sitting room, stealing her son's Wii game system and eating food they had taken from her fridge.

Mrs Thomas called police and was able to give a running commentary of what was happening in her house as the men walked in and out of the camera's line, carrying her jewellery, television and other belongings.

"I'm watching my home on my online monitor and there's a man in my house and he's robbing it," the Boynton Beach, Florida, resident said in a 911 call. "He's in my bedroom now."

In the footage, released by the Boynton Beach police department, two men, trailed by the family's two dogs and a skittish cat, move from room to room as they sift through the family's property.

Police rushed to the scene and four men - the two filmed inside the house and two suspected accomplices captured nearby - now face charges of burglary and grand theft.

Mrs Thomas bought the surveillance system after her home was burgled last October.

Until Wednesday, however, the £200 investment had yielded little other than hours of footage monitoring the daily movements of the family's pets.

Just one crime is solved a year by every 1,000 CCTV cameras in Britain's largest force area, it was claimed today.

A senior Scotland Yard officer, Detective Chief Inspector Mick Neville, warned police must do more to head off a crisis in public confidence over the use of surveillance cameras.

DCI Neville said officers need to improve their results to make captured images count against criminals.

He said there are more than a million CCTV cameras in London and the Government has spent £500 million on the crime-fighting equipment.

But he admitted just 1,000 crimes were solved in 2008 using CCTV images as officers fail to make the most of potentially vital evidence.

Writing in an internal report, Mr Neville said people are filmed many times every day and have high expectations when they become victims of crime.

But he suggested the reality is often disappointing as in some cases officers fail to bring criminals to justice even after they are caught on camera and identified.

DCI Neville said CCTV played a role in capturing just eight out of 269 suspected robbers across London in one month.

Critics of Britain's so-called ''surveillance state'' will seize on DCI Neville's comments as further evidence CCTV is not working in the fight against crime.

The Government is considering whether every camera should be registered on centrally-held CCTV maps.

Earlier this year a Home Office report found camera schemes have a ''modest impact'' on reducing crime.

Researchers found cameras were most effective in preventing vehicle thefts and vandalism in car parks.

Some local authorities have been forced to make freedom of information requests to police forces to try and work out if CCTV cameras are effective.

The Metropolitan Police is piloting a scheme, known as Operation Javelin, to improve the use of images from existing cameras.

Staff in 11 boroughs have formed dedicated Visual Images Identification and Detection Offices (VIIDO).

They collect and label images before passing them to a central circulation unit that distributes them to officers, forces and the media.

Some 5,260 images have been viewed so far this year with identification made in more than 1,000 cases.

DCI Neville said the scheme should be expanded to force-wide as officers make the investigation of CCTV evidence as professional as fingerprints and DNA.

David Davis, the former shadow home secretary said it is ''entirely unsurprising'' that the report highlights some shortcomings of CCTV.

''It should provoke a major and long overdue rethink on where the Home Office crime prevention budget is being spent," he said.

''CCTV leads to massive expense and minimum effectiveness. It creates a huge intrusion on privacy, yet provides little or no improvement in security.

''The Metropolitan Police has been extraordinarily slow to act to deal with the ineffectiveness of CCTV, something true both in London and across the country.''

Detective Superintendent Michael McNally, who commissioned the report, said improvements in the use of CCTV can be made.

He told Sky News: ''There are some concerns, and that's why we have a number of projects that are on-going at the moment.

''CCTV, we recognise, is a really important part of investigation and prevention of crime, so how we retrieve that from the individual CCTV pods is really quite important.''

A Metropolitan Police spokesman said: ''The Metropolitan Police is currently the only police service to employ this method of CCTV tracking.''

Paris will quadruple the number of closed-circuit police cameras in its streets by the end of next year, after President Nicolas Sarkozy's promise to emulate London in an attempt to track crime and terrorism threats.

While the Paris metro and rail networks already operate around 9,500 CCTV devices, police have only 330 at their disposal to survey outside public areas. The new plan, dubbed "A Thousand Cameras for Paris", will raise that number to more than 1,200 – with most installed in high-risk areas and outside railway and underground stations.

The figure is still small compared with London, where each citizen is caught on average several hundred times a day. Britain has about four million closed-circuit security cameras compared with France's 340,000.

The CCTV drive follows Mr Sarkozy's pledge last autumn to follow London's surveillance lead. "I am very impressed by the efficiency of the British police thanks to this network of cameras," the French president said. "In my mind, there is no contradiction between respecting individual freedoms and the installation of cameras to protect everyone's security."

Until now, large meeting places such as the Place de la République, where strike protests usually start, and the busy Champs-Elysées were already heavily equipped.

But police want to beef up surveillance outside the Gare du Nord – where the London to Paris Eurostar terminates – the scene of several gang battles in recent months.

It will increase on the Champ-de-Mars – the area around the Eiffel tower – where violent youths recently attacked a group of students celebrating the end of their baccalaureate exams.

More cameras will be installed in the 19th arrondissement, where a Jewish youth was killed in June in an apparent anti-Semitic attack, as well as in the 18th arrondissement – home to Montmartre and the Sacré Coeur.

Paris's police chief will present the plan to city councillors next week. The capital's Socialist mayor, Bertrand Delanoë, long opposed to CCTV, recognised its effectiveness in fighting crime in his campaign for re-election this year.

"The objective is not to cover every road, every corner of the city, but to put video means where common sense dictates," one of the plan's authors told Le Figaro, which leaked the details.

Many of the current cameras are so low-resolution that the images are unusable in a court of law, local politicians say. Interior minister Michèle Alliot-Marie will draw up a charter to go with the new generation of cameras, limiting to 30 the days recorded images can be stored. There will be strict controls on who is allowed to view them.

French police also hope a mini spy-in-the-sky drone the size of a toy glider will help them track rioters and fight crime.

The review of a series of CCTV studies revealed cameras that flood town centres and housing estates do not have a significant impact on crime.

In one city, it only led to increased reporting of offences to the police.

It will renew fears over the role of the CCTV network in the UK, which is already the largest in the world with the equivalent of one camera for every 12 people.

An analysis of 44 research studies was carried out by the Campbell Collaboration, a review body, which found that while cameras have a modest impact on crime levels, they are at their most effective in reducing car crime in car parks, especially when used alongside improved lighting and the introduction of security guards.

The authors, who include Cambridge University criminologist David Farrington, said CCTV should continue to be used but have a much narrower focus, such as reducing vehicle crime.

Results from a 2007 study in Cambridge which examined 30 cameras in the city centre found they had no effect on crime but did lead to a rise in the reporting of assault, robbery and other violent crimes to the police.

However, the Campbell Collaboration stressed that CCTV is more effective in reducing crime in Britain than in other countries.

It said CCTV is now the single most heavily-funded crime prevention measure operating outside the criminal justice system adding: "Over the last decade, CCTV accounted for more than three quarters of total spending on crime prevention by the British Home Office."

Chris Grayling, the shadow home secretary, said: "CCTV has definitely got a role to play in combating crime but its use should be decided by local communities."

New standards for the use of CCTV images, as well as new guidance to ensure that police use CCTV images more effectively, are also to be unveiled by ministers today.

The news comes after the Home Office’s own experts found in a series of reports that CCTV was only effective in cutting vehicle crime and has little effect in reducing other offence.

Andy Rennison, the current Forensic Science Regulator, is understood to have been given the task of implementing the 44 recommendations of the two-year old National CCTV Strategy .

The strategy called for the creation of a “basic CCTV infrastructure” while also promoting “CCTV and its expansion by forming evidence-based business cases”.

There has also been frustration that despite the growth of the cameras, they are used only to solve a fraction of crimes. One source said: “Police need to make better use of CCTV evidence - they need a more systematic approach to ID suspects.

David Hanson, the Home Office minister, is expected to tell MPs that by the end of March, 17 of the 44 recommendations will have been implemented. A handful of the measures which have been overtaken by new technology are under review.

The first study of its kind into the effectiveness of surveillance cameras revealed that almost every Scotland Yard murder inquiry uses their footage as evidence.

In 90 murder cases over a one year period, CCTV was used in 86 investigations, and senior officers said it helped to solve 65 cases by capturing the murder itself on film, or tracking the movements of the suspects before or after an attack.

In a third of the cases a good quality still image was taken from the footage from which witnesses identified the killer.

Britain has more cameras in public spaces than any other country in the world – an estimated 4.2 million – and a person can be captured up to 300 times a day by CCTV in London. However the proliferation of the spy systems has caused controversy, with civil rights campaigners criticising the creeping growth of a "surveillance society" that is invading the privacy of law-abiding citizens.

A report by the Surveillance Studies Network said that £500 million of public money had been invested in CCTV over the last decade and that during the 1990s the Home Office spent 78 per cent of its crime prevention budget on installing cameras.

However no study had ever been conducted to determine their effectiveness and some anecdotal evidence had previously suggested that they were of little investigative value.

Commander Simon Foy, Scotland Yard's head of homicide, told the Daily Telegraph that the results of his study proved that CCTV cameras are as vital to detectives as forensic evidence such as DNA samples or fingerprints.

Mr Foy said: "CCTV plays a huge role in helping us investigate serious crime. I hope people can understand how important it is to our success in catching people who commit murder."

One of the most infamous cases is that of Richard Whelan, who was stabbed to death on a bus in 2005 as he attempted to defend his girlfriend. The horrific 33-second attack was all caught on camera. Anthony Joseph, a paranoid schizophrenic, baited the victim by throwing chips at his girlfriend and the killer grinned at a CCTV camera as he left the bus.

Britain has become a bureaucratic and authoritarian state watched over by a quarter of the world's CCTV cameras, a study of Labour's decade in power claims.

National debt is running at £175,000 per household, five times more than thought, while each year the Government has passed 3,500 regulations, along with 100,000 pages of rules and explanation.

'The Rotten State of Britain' claims to be the first "deeply researched factual account" of Tony Blair's and Gordon Brown's time in office.

The author Eammon Butler, a director of the leading think tank the Adam Smith Institute, claimed that his book had been turned down by two publishers because of the "unconventional" nature of the content.

He said: "A new form of centralised government and authoritarian government has been created that is worse than ever in Britain's recent history."

Among the claims in the book are that Britain has a quarter of the world's CCTV cameras, the largest of any country and that taxes have risen by 51 per cent since 1997.

Mr Butler also claims national debt is running at £4.6 billion, or £175,000 per household, not £729 billion (£29,000 per household) as the Government claims.

In the audit of 10 years of the Labour Government, Dr Butler says that there are now 1,406 litter wardens and dog catchers who have been given powers to levy on the spot fines.

Dr Butler said he wrote the book because he got "so angry about the way that they have no concept of the rule of law".

Dr Butler found that in just one year – 2006/7 – half of the 722,464 DNA samples collected by the police came from children, including a seven-month year old girl.

One in nine hospital patients picks up an infection during their stay on a ward, while the total cost of outstanding claims against the NHS is £9.2 billion, Dr Butler claimed.

He said that 30,000 of the 200,000 people who die of cancer and strokes each year would survive "if they lived anywhere else in northern Europe".

Dr Butler also claimed in the book that the number of people receiving state benefits has risen from 17 million people in 1997 to 21 million people by 2007.

He found that nearly six million families receive £16 billion-worth of child credit. Dr Butler said: "It's ridiculously high number of beneficiaries for something aimed to help the poorest."

The result is that some families would be better off if the parents did not live together.

He said: "Three-quarters of the poorest households would be better off splitting up. And when money is tight, that is exactly what happens."

When finished with this article you will have a solid idea of how to install and program a digital and/or analog CCTV system for your home. I'm writing this article with a digital 8 camera system in mind, obviously you can adjust according to your specific needs. I've included a list of recommended brands/models for a mid-high range set-up.

Step1

Security DVR Box W/ LockThe first step in setting up a well-designed CCTV system is to figure out where you will view your footage. You have a few options here, you could use your television as a monitor or you could set-up a totally separate LCD monitor for reviewing footage. I prefer to set-up a safe guarded, separate system for recording and viewing. You will plug your 24 Volt AC power supply in at the back-end as well, so make sure you have room for the DVR, power supply box and a LCD monitor. Now depending on your space and situation, you could mount your power supply to the wall, just make sure it's within 2-3 feet from your DVR. Once you have a safe place picked out for your back-end, you need to decided where your cameras will be mounted. When scouting for the best possible camera location keep these things in mind. Make sure to cover all entrances into your home, this includes garage doors and basement entrances. Another idea to keep in mind are possible vandals; be sure to place your cameras out of the reach of A-holes. Mark each camera location with a permanent magic marker, a small "X" will suffice.

Step2
Siamese Cables Could Make Your Runs Easier
Now it's time to run our 18-2 power and our RG59 coax. Only you can decide what route is best in your particular situation, for example. If you have an attic that is easily accessible, run your cable through there. If you have a basement then run your cables below the floor. The attic option is far more efficient and makes drilling holes through exterior walls much easier. When running your cable always start at the back end of the system, that way everything ends up in the same place. To begin with, pull out about 2 feet of each cable, power and coax, and tape the first 4-6 inches of each together with electrical tape. Also, label this set of cables according to the camera coverage with a permanent marker, do this for every run you make. This will help you a great deal in the future when retracing cables for maintenance issues. Run the cables to your first camera location, marked with a "X". Once you have reached your "X" it's time to drill a hole large enough for the cables to poke through the wall, use a 1/2 inch or smaller drill bit. Pull about 10-14 inches of extra cable out through your newly made hole and go back to your back end. Once your back at the spools of cable, pull another 2 feet of extra cable, making sure you can reach your power supply and DVR with the leftover length, and cut them off. Making sure to label this end of the cable is extremely important as well. Now you have your first set of cables in place and labeled. Go ahead and run the remaining seven sets of cable. ENJOY!
Step3
Pelco EH35 Outdoor Enclosure
Once you've finally finished running all of your cable, I know it was brutal, it's time to mount the camera enclosures. Go to each camera location and mount your enclosures accordingly. Making sure to leave enough room for left-right, up-down movement. I throughly recommend drilling pilot holes when mounting your enclosure arm, especially on hard surfaces. Once you have the enclosure mounted to an exterior wall, away from any possible vandals, feed the cables through the appropriate holes in the back of the enclosure. Continue on and mount the rest of the enclosures.
Step4
Back Panel of the SDC-415
Time to prep our Samsung SDC-415 cameras. Pull a camera out of the box and grab yourself a Tamron 3.5-8mm lens too. Pop the protective covers off both the camera and the lens, and screw the two together. Wrap the lens cable loosly around the lens and plug into the back of the camera. Go ahead and do the same to the other seven cameras, now your cameras are nearly prepped. Turn the camera so the back is facing you. Make sure the "Lens" switch is pushed to "video" and not "DC". Again, finish the other seven cameras and take a break. The rest of this install will require patience.
Step5
BNC Connector
It's time to mount the cameras in the enclosures. Take your camera/lens set-up to your first location. Slide out the camera rig and mount the bottom of the camera to the slide via the screw included in the enclosure packaging. Slide the camera back into the enclosure. Now, while your at the first camera, lets add the ends to our cables. First, peel or cut the electrical tape away from the two cables. Take your power cable and split about 4 inches of it down the middle. Now you just have to strip back each wire approximately a 1/2 an inch. Take your hot power wire and slide it into the (+) lead on the back of your camera, using a macro screwdriver to fasten it in place. Do the same for the ground wire. Once your power cable is finished, move on to the coax. This will require patience in order to get it right, and your going to need your crimp-on BNC connector and your pair of BNC crimps. Take the barrel piece of your BNC connector and slide it on to the cable, wide side at the top. Take your wire cutters and cut back about 3/4 inch of the outer casing, leaving only the center copper wire and protector. Then use your wire cutters to cut back about 1/2 an inch of the copper wire casing, leaving the bare copper wire. Snip the copper wire at an angle and slide your BNC over the exposed copper. Then it's as easy and pulling the barrel up the RG59 cable, over the end of the BNC connector and use your crimps to crimp it together. Do not connect this to the camera just yet.

You know the drill, go ahead and mount the other seven cameras. Make sure to connect power and add you BNC end at each stop.
Step6
Samsung SHR-2082 DVR
Let's go to the back-end of the system. Take the DVR out of it's packaging and position it where it belongs in your git-up. This step is very repetitive, but absolutely necessary. It's time to add our BNC connectors to all eight coax cables. Then it's time to splice our power wire and feed it into the power supply. When your connecting your power wire, make sure to keep (+) and ground wires uniform with their corresponding camera. Obviously, make sure your power supply isn't actually plugged in. All done? Let's move on!
Step7
GV-LCD3 Color LCD Portable Monitor
Time to focus our cameras. Let's make sure our power is all connected both at the back-end and the camera. Go ahead and plug your power supply into the wall. Grab a left over piece of RG59, 3-6 feet will do, and throw BNC ends on both sides. This handy little cable will plug into our GV-LCD3 Color LCD Portable Monitor and then into the back of our cameras so we can focus them. So, BNC cable plugged into the top of the portable monitor and into the back of our first camera. Using the tiny thumb screws on the lens, begin to focus the camera to your liking. If it looks a little dark, go ahead and adjust the (BLC or Back Light Compensation) on the back of the camera. When focusing the camera be patient, it takes time to get it perfect. Once you have it perfect tighten the thumb screws carefully and pop the BNC cable off the back of your camera. Set your portable monitor down for a second and plug your designated BNC connector into the camera. Close and lock the enclose, making sure any excess wire is either zip ties to the frame or tucked away in the wall. One camera finished, seven more to go. Remember, this is critical in protecting your home and valuables, so really take your time and get a perfect picture.
Step8
So, you have eight cameras mounted, powered, focused and connected. You have 8 BNC connectors and a DVR at the back-end waiting to be attended to. Plug your BNC cables into the back of the DVR, starting at one ending at eight. Then take an extra piece of coaxial cable and throw BNC ends on it. Make sure this extra piece of cable is long enough to go from the DVR to the LCD monitor you plan on using for viewing footage. Once that cable is made, plug one end into the "out" on the DVR. The other end needs our BNC-to-RCA adapter, then plug the RCA into your LCD monitor. Plug your DVR and LCD monitor into the wall and power both of them up.
Step9
Finally Finished.
Your nearly finished. It's only a matter of minutes before you see what real work you've accomplished. Your DVR will probably prompt you for a few general settings like, when to record, time zone, etc. etc.. Most of the DVR's a pretty straight-forward, so this is quite easy. That's it. Make sure your LCD monitor is tuned to the proper AV channel. Voila! A total sense of accomplishment, security and safety. Well worth the cash, sweat and sheer agony of running wire you invested!

How to Convert CCTV Cameras to Television

CCTV (closed circuit television) cameras use so-called BNC connectors to connect to CCTV monitors. However CCTV monitors are expensive and can only be used as a monitor. But since the signal is a standard 1 volt signal, you can adapt the connectors to plug your CCTV cameras into any modern television. If you have more than one camera you want to view you will need a CCTV switcher to allow you to switch from one camera to another or cycle through viewing each camera in your system.

Step1

Connect the BNC connectors from the cameras to the inputs on the switcher. Make sure to select a switcher that can accommodate the number of cameras you have. Models range from four-channel switchers up to 16 channels, as well as commercial switchers that can accommodate dozens of cameras (the switcher in Resource 3 is a four-channel switcher), If you have a security DVR (digital video recorder) you will not need a switcher since all modern security DVRs have built-in switchers.

Step2
Plug the BNC-to-RCA adapter into the switcher output. Turn on the switcher. (The adapter has no electronics in it and can be purchased online for less than $5 each.) Many switchers have two outputs; you can use the second output to connect to another television or a standard DVR or VCR to record your cameras.
Step3
Plug the RCA cable into the adapter on the switcher and plug the other end into the video input on your TV. The video in is usually yellow and may be marked "Video In, "Line In" or AUX 1, AUX 2 or AUX 3, depending on your TV.
Step4
Turn on your TV and using the remote control navigate to the video-input screen. Select the correct input according to where you connected the RCA cable.
Step5
Adjust the switcher to the camera you would like to view or set the dwell time on the switcher. The dwell time function will cycle through each camera connected to the switcher, stopping on each camera for the dwell time you set.

Survey reveals more CCTV cameras per head of population than almost anywhere else in London

THERE are more CCTV cameras in Redbridge than in almost any other London borough.

A survey by civil liberties group Big Brother Watch discovered that out of the 32 boroughs, only Wandsworth has more council-run cameras per head of population than Redbridge.

From their control room in Ilford, council operators have 2.8 cameras to watch every 1,000 people in the borough, and the borough’s total of 668 is the third highest number of any in the city.

Earlier this year, the council's decision to install 11 new cameras along George Lane in South Woodford was met with criticism from local business owners and shoppers.

Joe Federico, co-owner of Little Woodford Cafe in George Lane, said: “If they are going to fine people just for parking for one minute in George Lane it's going to be very bad for business. I can't understand the logic behind it really.

“The council might make money out of fining people but they're going to lose money on rates as you're going to have more empty units because shops will suffer.”

Neighbouring Waltham Forest council has just 74 cameras – or only 0.3 for every 1,000 people, while Newham has 204, which equates to 0.8 per 1,000.

Concern has been raised about the fact that many of the cameras may in fact not be working at any one time, and earlier this month police said that cameras on the Orchard Estate had failed to record the mugging of a man who was attacked by 16 robbers.

Redbridge Council’s cabinet member for community safety, Vanessa Cole, said: “I would say that residents have been the driving force for CCTV. All the surveys conducted for the last four years or so have put crime prevention and the fear of crime at the top of residents' lists of priorities.

"Our CCTV operators are trained to a very high degree and you will know that the borough commander has praised staff in their help in regard to several serious incidents, the murder in Ilford, the culprits were caught within 15 minutes of the incident, saving approximately £45,000 in police time and costs."

A spokesman for Big Brother Watch said: “Local councils across Britain are creating enormous networks of CCTV surveillance at great expense, but the evidence for the ability of CCTV to deter or solve crimes is sketchy at best.”

ROCHDALE has twice as many CCTV cameras as Bury and Oldham, research has revealed.

There are currently 170 cameras covering the borough, with the majority in Rochdale town centre, Freehold, Lower Falinge and College Bank.

Footage from the cameras, which record 24 hours a day, is kept for one month and is often used to help convict criminals and produced as evidence during court cases.

But campaign group Big Brother Watch, which released the report after sending a Freedom of Information request to every council in the country, claims the network is expensive and ineffective.

Director Alex Deane said: "People in Rochdale will rightly be wondering why they're being watched so much more than their neighbours in Bury and Oldham, and why their council decided to spend so much more of their taxpayer money on CCTV.

"The Metropolitan Police have said that only one crime is solved for every 1,000 cameras and there is no evidence to suggest that this kind of heavy surveillance is as good as spending the money getting officers back on the beat."

Despite the installation of each camera going through a strict-decision making process the council could not release the cost for the running and maintenance of the system.

Councillor Ted Flynn, cabinet member for Community Safety, said: "Our fixed cameras were bought and installed many years ago.

"The price of our cameras varies greatly and so does the installation costs. There's a strict decision-making process that assesses the needs of an area before deciding on what type of camera is needed to make sure it's an effective and worthwhile investment.

"Our preference is to use mobile CCTV that can be deployed to our crime hotspot areas in response to a sudden spike in incidents.

"Nowadays we tend to use these cameras a lot more and find that it's been very successful in helping us to reduce crime and make hotspot areas safer by deterring and catching troublemakers.

"We also know that their presence is a great reassurance to the public."

A new code of practice was launched by private company Safe Guard, which controls the majority of CCTV cameras in Rochdale, at the end of last year.

The code asked the police to submit a report every two years, with the first one expected in 2011, indicating the impact CCTV has had on crime, a comparison of crime in areas without CCTV and carry out formal consultation with business premises.

It will be the first report of its kind to be published.

Superintendent Martin Greenhalgh said: "CCTV forms an integral part of our investigation process.

"It is a tool that is used on a daily basis for lines of enquiry and is something we welcome.

"Our cameras are predominantly used in town centre locations and provide reassurance to the community. They can help in reducing crime and disorder and support investigations.

"We take crime fighting seriously and the cameras across the borough help us in doing this effectively."

IR Buff
This is a very nice little camera and I feel it is a great value if you are looking for a camera with a 3.6mm lens (aprox.90 degree field of view). The camera has very good night vision compared to the IR cameras that came with my system. The IR cameras that came with my system could not see down my driveway in the dark let alone see the street in front of my house at night. Now at night, I can see down my driveway and with the illumination from the streetlights I can see across the street.

The only down sides are no power supply and BNC cable connector instead of RCA for the camera video to the field wiring. This is not a big deal. Only other issue is the mounting holes for the camera, to mount the camera onto the bracket, are towards the back of the camera. The mounting bracket comes in sections and must be threaded together. My cameras did not want to stay aimed until I placed some epoxy on the threaded sections of the bracket and allowed it to set to make the bracket parts less susceptible to turning. Other than that, they are great. I have two more on the way.
Works great!
I bought this to work with the Q-See 4-Channel PCI card in my PC. The picture is great when hooked directly to a TV, but the Q-See MPEG compression really defeats the high resolution of this cam. Night vision is pretty grainy beyond 10-15 feet, but the illumination is good within that range. My only gripe is that I intended to mount this under an eave of my roof, but the hole for the bracket is underneath the camera and the bracket is not long enough to mount under a horizontal surface. This will have to be vertically mounted on a wall, which is less attractive and less weather resistant. Otherwise; a pretty good buy. BEAR IN MIND: this does NOT include a power adapter or "Siamese Cabling", factor that into your budget.
Great low light condition camera
Have been using this camera for a couple of weeks now and it out performs my other cameras. Especially in low light conditions. Can see farther and in color longer at night than the cameras I have from other vendors. Also, the short cable is perfect for installations where you want to swap out a camera. Overall very happy with this camera.

Good enough for the price point
It is a good product but instructions were very poor, esp. for a wall mount. I even called QSee tech support before purchase to ensure it can be wall mounted and I can remove the desk stand, it turned out that they too scrambled to find that information for me. Out of the box it is meant for installing on the desk, however, I struggled for a long time to figure how to install it on the wall. I found a small threaded hole at the bottom of the unit, luckily found a right size screw to get in there and secure it with a L shaped bracket (I had to cut the bottom leg to the right size so it wasn't protruding out) and neon washer. Althought the installation is very secure now but I just hope it stays in place. I wish they had provided wall mounting hardware because I wasted lot of time and made numerous trips to Lowes/HD.

A CCTV camera's quality is measured by TV Lines, which is the number of horizontal TV lines the camera produces, and of course the higher the clearer and better picture. the average quality is 400TVL, 420TVL is good picture quality, 480TVL is higher quality and more is even Better. keep in mind that TV Lines is what mainly controls the price of the CCTV camera.

Adjust the level of the synch pulse amplitude on the CCTV color camera to 40 Institute of Radio Engineers (IRE) units. View the image of the CCTV color camera to see if the picture is breaking up or rolling. If the picture is breaking up or rolling, readjust the synch pulse amplitude to a higher number and view the picture again. Stop adjusting the synch pulse amplitude when the picture on the monitor is no longer breaking up or rolling.

Set the white-level iris setting to 100 IRE units exactly on the CCTV color camera.

Measure the peak-to-peak video signal of the CCTV color camera using the 10 megahertz oscilloscope. Replace the CCTV color camera with a new one if the measurement is not on or about 140 IRE units.

How Do CCTV Cameras Work?

Analog CCTV
Analog CCTV systems use one of two main conduits to transmit audio-visual information. The first, and most common, is a wired configuration. The second uses a wireless transmitter to connect to a receiver.

Wired CCTV installations run a cable or wire between the camera and the monitor. The image data is usually transmitted over a coaxial cable. The audio is usually transmitted over a simple copper wire or wires. The signal transmitted over these wires and cables is then fed in to a monitor or a set of monitors if the image needs to be visible in different locations. A multiplexer can be used to display feeds from multiple cameras on a single monitor. Each camera's picture would take up a pre-set amount of space on the monitor. Analog CCTV cameras can also be routed to an image capture board on a computer to allow the audio-visual information to be viewed on a computer monitor.

Wireless CCTV installations are similar to wired. The difference is that a radio transmitter is attached to the camera. A radio receiver is then attached to the input on the monitor system or computer. Wireless systems are useful in a couple of situations. The first is when the distance between the camera and the monitor is too far to be practical for a cable run. Wireless CCTV is also good when cables aren't practical because of aesthetic reasons.
Digital CCTV
CCTV installations can also be digital. Digital CCTV often uses Internet Protocol (IP) cameras. An IP camera is a camera that contains the camera and hardware to convert the audio and video signals to a stream of packets that can then be transmitted over a local area network (LAN) wide area network, (WAN) or even over the internet.

Digital CCTV has many advantages over analog. First, it can use existing wired or wireless internet, including Wi-Fi. Because of this, it isn't limited by distance. CCTV stands for Closed Circuit TV. CCTV uses one or more video cameras to transmit video images and sometimes audio images to a monitor, set of monitors or video recorder. The difference between CCTV and standard TV is that standard TV openly broadcasts signals to the public. CCTV is not openly transmitted to the public. CCTV uses either wireless transmission or a wired transmission to send the broadcast from the video cameras to the monitor(s) or recording device. Most CCTV systems are used for surveillance which can include security monitoring, spying or for safety monitoring purposes.

CCTV Cameras
CCTV systems have become extremely popular over the last few decades as the technology has improved and become more affordable. The majority of CCTV cameras in use today are usually for surveillance and security purposes. You can find CCTV systems in almost every bank, casino, malls and large department stores. In fact, CCTV systems have become so affordable, most smaller mom and pop stores also have CCTV systems in their stores for security purposes.

Types of CCTV Cameras
There are many types of CCTV cameras, they can be categorized by the types of images they are able to capture, the amount of frames they can take per minute, the type of connection to the monitor or video recording device, whether they are able to move position, and special functions they can provide.

Types of Images: CCTV cameras generally take both black and white or color video images. In addition, many CCTV cameras can even have night vision capabilities which allow a CCTV camera to view and record low light images using special technology.

Frames per Second: Frames per second means the amounts of full frames that a video camera captures and sends to a recording device or monitor per second. While most CCTV camera systems are easily able to capture 30 or more frames per second (30 fps is considered real time), the amount of video tape or digital storage would be enormous to record every moment of everyday. For most stores, speeds of 1 to 6 frames per second are more than enough to catch and record a perpetrator committing a crime.

Pan Tilt Zoom (PTZ) Cameras: These types of CCTV cameras allow a person controlling the surveillance of an area to move the camera remotely, usually with an RF or wired controller. Most moveable cameras allow the person monitoring it to move the camera from right to left (pan), up and down (tilt) and from a tight angle to a wide angle (close up zoom).

Cameras with Special Accessories: Certain CCTV cameras have special functions which are made for specialty uses. For instance, there are extremely small surveillance cameras that are used for spying (Nanny Cams), there are cameras that are made for night viewing, cameras that are vandal resistant and cameras that are specifically made for indoor or outdoor uses.

Wired Vs. Wireless Connection
There are two main types of connections for CCTV cameras to the monitor or recording device, they consist of either a fixed cable or a wireless connection.

Fixed Cable Connection
Fixed cable connection means that your camera will be physically connected to your monitor or recording device via a cable. Usually coaxial cables are used, most of the time they are similar to your normal home TV cables. Lengths come in 25, 35, 50, 100 or 500 feet. As the distance increases, you may see degradation in signal quality. For distances longer than 100 or 200 feet, you can purchase higher quality coaxial cables such as RG59 coaxial cable for distances up to 600 feet and for distances more than 600 feet, but less than 2,000 feet, you can purchase CAT5 cable.

Wireless Connection
Most wireless CCTV cameras use the 2.4 Gigahertz frequencies to transmit their video images to a monitor or DVR (digital video recorder). Usually, frequencies can be slightly changed to have more than one group of cameras in a specific space. Wireless CCTV cameras used a this frequency can easily transmit through most walls and obstacles; however each individual location will have its own operating limits. Expect most wireless CCTV cameras to send data to a range of about 200 feet, however many will more likely work well when transmitting less than 150 feet. A clear line of sight transmission will always work the best

Obviously a wireless connection allows you greater freedom to place your CCTV camera almost anywhere. While wireless CCTV cameras transmit their video images to a digital video recorder or monitor, many of these types of cameras must be plugged into an electrical outlet. There is however some CCTV cameras that are battery operated.

Tape vs. Digital Video Recorders
There are two main ways to record video images that your CCTV cameras capture; they are analog tape and digital video recorders. The vast majority of analog video recorders use VCR tapes and either standard VCR's to record the images or special security time-lapse VCR's to record images for a longer period of time.

VCR Tape Recorder
A tape recorder such as a security-time lapse VCR can record CCTV camera images in either black and white or color for either 2,4, 6, 8, etc all the way up to 960 hours which is 40 complete days. The determining factor is how many frames per second you intend to record and how many cameras you have hooked up to your VCR for recording. For instance, if you record 30 frames per second (real time video), you will only be able to get a few hours of video captured on your recorder. If you record one frame per second or less, you can record for dozens of hours before the video tape is full. VCR's are very practical, very reliable and extremely affordable. Expect to pay only a few hundred dollars for a security VCR.

Digital Video Recorders
There are two types of DVR's (Digital Video Recorders). They are either stand alone devices or hard drives that are connected to a computer system. DVR's work similar to VCR's except the images they capture from the CCTV camera is digital. The amount of digital images you can capture on a DVR is determined by a few factors including the frames per second recorded, the amount of cameras hooked up to the DVR device, the resolution that the DVR saves the images at and the video compression used (e.g. MPEG4). For a common set up, where you have 4 cameras shooting at 30 fps and you use an image resolution of 320 X 240, each camera only records when motion is on, and you use MPEG4 compression, you should be able fill up a 20 to 25 GB hard drive in about 80 hours.
